Eduardo Guillermo Madrid-Roque Found Guilty in TriMet Sexual Assault Case

A Washington County jury found Eduardo Guillermo Madrid-Roque guilty of multiple charges stemming from a sexual assault.

HILLSBORO, Ore- On April 11, 2025, a Washington County jury found Eduardo Guillermo Madrid-Roque guilty of sexual abuse in the first degree (five counts), unlawful sexual penetration in the first degree (two counts), attempted unlawful sexual penetration in the first degree, sexual abuse in the third degree, and public indecency (two counts). Deputy District Attorney Christina Luedtke prosecuted this case before Judge Kathleen Proctor.

On June 14, 2023, the 63-year-old victim traveled from California to Oregon. She consumed wine on the flight. However, due to a recent change in her prescription medication, she had a bad reaction, which caused her intoxication level to be higher than expected. The victim landed in Portland and took the MAX line to the Hillsboro Transit Center. After her arrival, the visibly impaired victim sat on the sidewalk and became unconscious. She lay on the sidewalk for approximately an hour prior to the defendant’s arrival.

The defendant spotted the victim after he arrived at the transit center via bus. He waited for the bus and other passengers to leave before he approached the victim. The defendant sexually assaulted her for 30 minutes. He would pause at different times when other passengers walked by before he abused the victim again. The defendant eventually boarded another bus and left the area. The entire assault was captured on surveillance cameras.

Transit police officers found the woman lying on the sidewalk. She was unaware of her surroundings and still very disoriented. They transported her to the hospital for evaluation. She had no memory of the attack.

The next day, the victim contacted the transit office in an attempt to locate her missing belongings. When transit officers reviewed the surveillance footage, they discovered the sexual assault. They used footage and prior interactions with the defendant to identify him as the assailant, and he was eventually located and taken into custody. The Oregon State Police Crime Lab later confirmed his DNA was located on the victim.

The Washington County District Attorney’s Office acknowledges the work of the Transit Police Division, Hillsboro Police Department, and the Washington County Sheriff’s Office on this case.

A sentencing hearing is scheduled for June 23, 2025. The defendant will remain in custody pending sentencing.
