HILLSBORO, Ore- On April 11, 2025, Timothy Ryan Donovan pleaded guilty to criminally negligent homicide. On April 15, 2025, Judge Kathleen Proctor sentenced the defendant to 29 months in prison. Senior Deputy District Attorney Jeff MacLean prosecuted this case.
On September 12, 2024, Tigard police were called to an area motel on a report of a drug overdose. Police discovered the victim, Ryan Hackett, inside a ground-floor room. He was unresponsive and was rushed to the hospital. He later died as a result of a toxic combination of drugs, which included fentanyl.
Investigators determined the victim checked into the room the prior day. He was recovering from a separate drug overdose at the time. They reviewed surveillance footage and found that the defendant entered the room with the victim the morning of his death and left the room approximately 15 minutes later.
Police spoke with the defendant. He admitted he gave Mr. Hackett fentanyl. The defendant said he warned the victim about the potency of the drugs and told him to be careful, as it was “very strong stuff.” The victim took the drugs and quickly fell unconscious. Mr. Donovan told investigators that he administered one dose of Narcan to the victim, gathered his drugs and paraphernalia, and left the motel. He failed to contact 911 and made a brief comment to a friend about the overdose before he left the scene.
The Washington County District Attorney’s Office wishes to remind the public that under ORS 475.898, those seeking medical treatment for themselves or others experiencing an overdose will not be subject to criminal prosecution. This office also commends the work of the Tigard Police Department.
Mr. Donovan will be transferred to the Oregon Department of Corrections to serve his sentence.
