HILLSBORO, Ore.- On May 18, 2022, Alejandro Negrete, age 25, pleaded guilty to first-degree sexual abuse, first-degree attempted sodomy, and two counts of public indecency. He was then sentenced to 103 months in prison by Washington County Circuit Court Judge Chris Colburn. Deputy District Attorney Rayney Meisel prosecuted the case for the State.

The defendant was working as a delivery driver on July 16, 2021, when he encountered a 9-year-old girl playing outside her home. Mr. Negrete approached the child and asked her if she wanted candy. When she declined the offer the defendant told the girl to sit down on her front steps and close her eyes so he could give her something better. She did so. When the child opened her eyes, the defendant was standing in front of her exposing himself. The victim screamed and ran away, as did Mr. Negrete. She reported the abuse to her father who immediately called 9-1-1.

Washington County Sheriff’s deputies responded and located the defendant nearby. He admitted to his actions and told investigators that the girl was not his first sexual abuse victim.

Based on this information, the Washington County Sheriff’s Office issued a press release in the hopes other victims might come forward. Shortly after, a second family contacted investigators and reported that Mr. Negrete exposed himself to their 9-year-old daughter while working as a delivery driver. A third 9-year-old girl also reported the defendant touched her inappropriately as well. After detectives located corroborating videos and work schedules, Mr. Negrete admitted to his involvement in these additional cases.

“Cases like this are terrifying. The defendant used his position of public trust to gain access to children,” said DDA Meisel. “His behavior was escalating, and it appears he became emboldened when he wasn’t caught right away. We are so grateful that these young girls reported him, and that law enforcement acted quickly to get this man out of our community.”

In court, the defendant acknowledged his guilt. “I want to apologize to the victims and their families for my crimes and the harm I’ve caused,” Mr. Negrete said at his sentencing hearing. He also told the court he hoped to use the time in prison to better himself.

In addition to his prison sentence, Judge Colburn also ordered the defendant to register as a sex offender and undergo post-prison supervision upon his release. Mr. Negrete will be transferred to the Oregon Department of Corrections to begin serving his sentence.

HILLSBORO, Ore.- On May 12, 2022, a Washington County jury found Eddie Tamaras Silas guilty of second-degree attempted murder, second-degree assault, two counts of unlawful use of a weapon, felon in possession of a firearm, and two counts of tampering with a witness. On May 19, 2022, Judge Eric Butterfield sentenced the defendant to 10 years in prison. Deputy District Attorney Matt Wise prosecuted the case against.

On July 3, 2021, the defendant and his girlfriend hosted a party at her home located in Aloha, Oregon. After the party ended, the defendant confronted his girlfriend and became very angry with her. He physically assaulted her while screaming at the top of his lungs. The girlfriend’s teenage daughter was in the home at the time of the assault.

The defendant then took the woman’s cell phone without her permission and began going through it. At one point he called her cousin. An argument ensued over the phone and the defendant told the cousin to come to the house before he threatened to kill him.

About 20 minutes later, the girlfriend’s cousin arrived at the house and knocked on the front door. Her daughter answered the door. The cousin took one step inside before the defendant opened fire on him with a handgun. The cousin was shot once with hollow point ammunition. He was severely wounded but made a full recovery. The events were captured on a home surveillance camera.

Deputies with the Washington County Sheriff’s Office responded to the scene. Investigators matched bullets found in the victim to the defendant’s weapon. While in custody at the Washington County Jail, the defendant also attempted to influence his girlfriend’s testimony to affect the outcome of the trial.

HILLSBORO, Ore.- On August 9, 2021, Scott Michael McNutt II, age 51, pleaded guilty to 10 counts of first-degree encouraging child sexual abuse. Deputy District Attorney Chris Lewman prosecuted the case and argued the defendant should be sentenced to prison for his crimes. Instead, the court placed Mr. McNutt on probation for a period of five years. 

On May 6, 2022, the defendant was found to be in violation of his probation and was sentenced to 45 months in prison. 

The case originated in August of 2016 when law enforcement began investigating the defendant for downloading and sharing child pornography. Investigators used undercover software to download these images directly from the defendant’s computer. In March of 2017, deputies with the Washington County Sheriff’s Office executed a search warrant on the defendant’s home. They found hundreds of videos depicting child pornography stored on Mr. McNutt’s computer. 

Several months after his conviction, Washington County Community Corrections personnel learned Mr. McNutt violated the terms of his probation when he consumed alcohol, accessed the internet, attended his child’s soccer practice in which minors were present, and viewed child pornography. On May 6th, 2022, Judge Andrew Erwin revoked the defendant’s probation and sentenced him to prison.

Mr. McNutt will be transferred to the Oregon Department of Corrections to begin serving his sentence. 

HILLSBORO, Ore.- On April 19, 2022, A Washington County jury found David Gordon Propp, age 51, guilty of three counts of using a child in display of sexually explicit conduct, four counts of luring a minor, four counts of second-degree sexual abuse, two counts of third-degree sexual abuse, and tampering with a witness. Senior Deputy District Attorney Andy Pulver prosecuted the case against the defendant. 

Mr. Propp is a convicted sex offender. He used a dating app to initiate contact with the victim, who was under the age of 18 at the time. On August 14, 2019, Hillsboro police spotted an SUV parked in a field and approached the vehicle. They observed the victim and the defendant attempting to put their clothes back on. The victim later told police that the defendant engaged him in sexual activity. 

The victim spoke with experts at CARES Northwest where he disclosed an additional encounter with Mr. Propp. Investigators with the Northwest Regional Computer Forensics Laboratory also discovered thousands of messages exchanged via the app between the victim and defendant. They uncovered multiple conversations in which the defendant solicited and received compromising images of the victim. 

The Washington County District Attorney’s Office wishes to commend the victim for his courage throughout this investigation and trial. Additionally, this office acknowledges the work of the Hillsboro Police Department, CARES Northwest, and the Northwest Regional Computer Forensics Laboratory. 

A sentencing hearing is scheduled for June 16, 2022. The defendant will remain in custody until that time.

HILLSBORO, Ore.- On April 20, 2022, Washington County Circuit Court Judge Ricardo Menchaca sentenced Nelson Aaron Lopez-Morales, age 40, to 25 years in prison. On March 31, 2022, a jury found the defendant guilty of first-degree oral sodomy and first-degree sexual abuse. Deputy District Attorney Rayney Meisel prosecuted the case against the defendant. 

The defendant was known to the victim who was under the age of 10 at the time. In July of 2019, the defendant sexually assaulted the child, who reported the abuse to a family member the same day. An acquaintance of the family contacted the Washington County Sheriff’s Office, which launched an investigation. The victim was seen at CARES Northwest, where she disclosed details of the incident and further recounted prior incidents of sexual abuse by the defendant.

“The child showed incredible strength and bravery facing her abuser and testifying about what she endured,” said Deputy District Attorney Meisel. 

The Washington County District Attorney’s Office wishes to commend the victim’s bravery in reporting this abuse, and her family’s ongoing support. This office also acknowledges the Washington County Sheriff’s Office for its work. 

In addition to his prison sentence, the defendant was also ordered to register as a sex offender and undergo sex offender treatment. He will be transported to the Oregon Department of Corrections to begin serving his sentence. 

HILLSBORO, Ore.- On April 19, 2022, a Washington County jury convicted Cornel Giurculete Giurculete, age 45, of two counts of first-degree sodomy, two counts of first-degree sexual abuse, allowing consumption of marijuana by a minor on property, and unlawful delivery of marijuana. On July 22, 2022, the defendant was sentenced to 372 months in prison. Deputy District Attorney Jason Weiner prosecuted the case against the defendant. 

In June of 2019, the victim, who was under the age of 10 at the time, made a disclosure of abuse by the defendant to her mother. The mother then alerted the Oregon Department of Human Services (DHS) which launched an investigation. The victim reported the defendant touched her inappropriately, provided her pornography and alcohol, and regularly used marijuana around her. Experts at CARES Northwest also evaluated the victim. She provided additional details of the abuse during these sessions. 

The Washington County District Attorney’s Office wishes to commend the victim for her courage in reporting this abuse and for participating in the court process. This office also acknowledges Tigard police, DHS, and CARES Northwest for their work.
